* Keep your toenails painted.
* Wear revealing shoes. I would suggest both open toes and backless--something that you can easily slip your feet in and out of, and that you can dangle off your toes when your legs are crossed. Flip-flops are okay. Something slightly more stylish with a little bit of a heel is very good.
* Keep your feet soft. Use lotion or moisturizers, and get a pumice stone if necessary.

Once you have your feet looking cute, if you want to attract foot fetishists, you can do any number of subtle things to draw attention to them. Basically, the idea is to have your feet on display, and to do playful things with them. For example:
* Cross your legs and let your shoe dangle off your toes. Bounce your leg gently up and down, or roll your ankle occasionally, or wiggle your toes to make your shoe ride slightly up and down, or flex your feet, or anything else that you can think of.
